The New York State Harbormaster & Bay Constable Association launched its web site
on February 21, 2005. The purpose of the site is to provide important information to the
membership almost instantaneously and to let the general public learn about the local
marine law enforcement departments that make up our association.

To pay tribute to the law enforcement officers
who have made the ultimate sacrifice for our
country and to voice our appreciation for all
those who currently serve on the front lines of
the battle against crime, the Congress, by a
joint resolution approved October 1, 1962 (75
Stat.676), has authorized and requested the
President to designate May 15 of each year as
"Peace Officers Memorial Day," and the week in
which it falls as
“Police Week” and by Public
Law 103-322 (36 U.S.C. 175) has requested
that the flag be flown at half-staff on Peace
Officers' Memorial Day.

Every year since, tens of thousands of law
enforcement officers from around the world
converge on Washington, DC to participate in a
number of planned events honoring the men
and women whom lost their lives in service to
their communities.

The first official memorial service took place on
May 15, 1982. On that date, approximately 125
people gathered in Senate Park to honor 91
law enforcement officers. Over the past 22
years we have honored over 3,000 law
enforcement officers from around our nation.

Today, the National Peace Officers’ Memorial
Service has become one in a series of events
which includes the Candlelight Vigil, which is
sponsored by the National Law Enforcement
Officers Memorial Fund and seminars
sponsored by Concerns of Police Survivors.

The Grand Lodge of the Fraternal Order of
Police and the Grand Lodge Auxiliary of the
Fraternal Order of Police are very proud to be
the official sponsor of the Memorial
Service.

As we reflect over the past twenty-five years, we
can be proud of how the
FOP has made this
annual service such a prominent event.

President Jeff Kropp Honored 3-19-09

Jeff Kropp, outgoing president of NYSHBCA,
was honored and presented with a plaque
for his outstanding service, leadership,
dedication, and hard work as president from
2006 to 2009 at the annual Corned Beef &
Cabbage Dinner.
NYSHBCA Making a Difference

NYSHBCA  made a contribution to a needy family which consisted of food, clothing,
toys, and cash for Christmas. E.N. Goldberg, BM1 of C.G. Station Montauk, expressed
their gratitude in a letter sent to NYSHBCA for our support.

Are Now Available

Membership applications are now
available for members to download.
Please log on to the members only
section to download the application
form. New member applicants need
active member sponsorship.
Website Changes:

There will be some significant
changes to the pages on the site. The
Calendar will be moving to Members
Only. The Weather page will be
removed and a new "FAQ" page will
be added. If you're a member you'll
need to log on to Members Only. If you
haven't done so already, fill out the
registration form on the members
only page. Everything pertaining to
members will now be in the Members
only section.
What's Changed?
General Membership Meetings -
Mark your Calendars Now!

General Membership Meetings will
now be held on a regular basis.
Meetings will be held every three
months starting from March 2009 on
the third Thursday of the month. The
meetings will start at 7:00 pm, with
the Board of Directors meeting one
hour prior. Meeting places are yet to
be determined and will be posted in
the members calender to allow for
adequate notice. This concrete
scheduling should allow you to plan
for our meetings more accordingly.
Reminders will be posted on this
page.
Tim Taylor Elected as new NYSHBCA president for 2009-2012

Congratulations go out  to Tim Taylor as the newly elected president of New York State
Harbormaster & Bay Constable Association. Congratulations also go out to the new
executive officers, Nicholas DiBari
,Vice President; Mal Nathan, 2nd Vice President; Paul
Dotzler, Treasurer; Jeff Walsh, Secretary. Rest assured, this team will continue the
progression of NYSHBCA and work hard for its members.
NYSHBCA and FBI Join Forces

New York State Harbormaster & Bay Constable Association and The Federal Bureau of
Investigation's Melville branch, have recently formed a "Networking" relationship.
Northport Harbormaster Tony Graziano, a retired Nassau County Police Officer who has
worked in the Homeland Security Department, is credited with forming this new
relationship. This will enable our members who work at various law enforcement
departments throughout lower New York State to easily contact FBI officials to share

to help its members to better protect and serve our communities.
Southampton Town Bay Constables rescue
two teenage girls after dock drifts into
Flanders Bay

Two 14-year-old girls from Flanders had to be
rescued early Wednesday afternoon after strong
winds pushed a broken piece of dock that they
had been playing with along the shore more than
a mile out into Flanders Bay, according to the
Southampton Town Police Department.

In accordance with the DHS Appropriations Act, the U.S. Coast Guard will
terminate the transmission of all U.S. LORAN-C signals effective Feb.08,
2010. At that time, the U.S. LORAN-C signal will be unusable and
permanently discontinued. This termination does not affect U.S.
participation in the Russian American or Canadian LORAN-C chains. U.S.
participation in these chains will continue temporarily in accordance with
international agreements.

For members that need to renew their 2010 dues, it is advised that you mail them
to NYSHBCA as soon as possible prior to the next meeting on Thursday, June 17th.
Dues for
ACTIVE members are $25.00, and dues for ASSOCIATE members
are $20.00.
